Most of you know about that HBAR I picked up so that my mini14s would have something on hand to feel superior to. :D However I do have to admit that the mini14 does have a few shortcomings, like they won't do sub MOA like the HBAR. Ok so they only have one shortcoming. :D
What Im doing is turning it into a counter sniper rifle. The front sight has been replaced with a Tritium post, and today a BSA Radiant 3x9x40 scope with illuminated reticle was added on top of a see through scope mount. There's a Cherokee cheek piece on order. What I want to know, is what else should I be considering for this rifle to get it set up for counter sniper use?

Put it up on the COUNTER,
and go use the AR15 . :D
Seriously though.....which rifle are you creating the "counter sniper" rifle.
I think its the AR, but the way you led off about the mini 14, I am not sure.
Also, could you please define what you want a counter sniper rifle to be able to do.
What are its features, and its required mission in the otherwise massive Stu arsenal.
Tree- Yes it's the HBAR that's being converted. As for what what it's being set up to do. That's a good question as there isn't a situation that's come up yet. But as I hate to see any weapon go to waist, even an AR15, it seemed like turning it into something special would make up for it being an AR.
Seriously though, there may come a time that having a rifle that could be used to remove the threat of an assian or sniper. Granted this isn't something that is likely to be needed, but there are other uses for this type of rifle such as varmenting. :)
Would these accessories be useful, and if so which manufacture? Is a free floating hand guard a worthwhile investment? What about a better pistol grip? Is there really an advantage to a two stage trigger? What about a a single stage trigger, but well tuned? What about bi-pods? I like Harris's products, or is there a better bi-pod on the market? And what about a bi-pod mounting system?
Stu there are better bipods than that harris unit. I have a harris on a heavy barrel 243 but it you want a really top of the line you get a parker hale. They are serious money though.
There are times when a counter sniper could come in handy just not very often. My mini is way to short for that sort of thing and not up to the accuracy by anymeans.
I would be hesitant using a 223 long range unless someone is just out there plinking away at people, but it it were a serious sniper with say a 300mag way out I would feel slightly hesitant on the stopping power of the 556, esp if that 300 was comming back. I like 7.62 better for that roll but the cost is pretty high to go that route and the varmitting is better with the AR.No doubt with the right shot placement it can work but i just perfer the 30 cal better.

Stu - Tree and Ober already covered my concerns and questions.
This whole "counter sniper" concept is a hazy one... for me at least. :) If the sniper is any good, he'll tag you from 800+ yards out. If he misses, you have the problem of spotting him/her. If you DO manage to acquire, you're still stuck with that little .223 round.
To answer one of your questions - I would definitely go with a two stage trigger. Once you've used a good one, you're spoiled for life. ;)

Ok, since this is a bit of a foreign concept. Lets rephrase this as an "Urban counter sniper rifle". Since most BG snipers shoot from less then 150 yards, the proper ammo in 223 would work real well from a match semi auto rifle.

I've considered a Urban Counter Sniper rifle from time to time. To be truly affective, shouldn't you be considering at least a 2nd generation infrared scope? I would think that the greatest threat from an Urban Sniper, would be during the night.

I still think that "counter sniper" is a suspect term. At 150 yards? He who shoots first, wins.
At night, if he's in a good hide, you won't spot him with NV. If he's smart, he sure won't shoot at night because the muzzle flash will give away his position (assuming you're working as a team with a spotter).

After I get my M1A, my next rifle purchase WILL be a Mini-14. I'm going to store it between my M1 and M1A.
Kind of like two big brothers watching over the little guy, admiring family lineage and hoping that SOME day he'll grow up to be a REAL rifle. :)
