You're playing with your dog in the park. You like the wide open spaces so you chose any area where people have not arrived yet and are not readily visible so that you could have some good quality play time with your dog.
So you're playing "keep away" from your dog in this meadow when you notice a strange dog "limping" into the meadow area. There are red blotches on it's knee and rump area. It's losing ground to two scruffy looking men, who ae stalking the dog, one is holding an ASP baton and swinging it at the dog whenever he gets near. The other man is holding a rope and a knife in his hand. There is blood on the ASP.
You have your cellphone and your CCW...what do you do?
You start dialing for the cavalry and noticed that you have drop out.(Your phone can't transmit)
Now, what do you do?

Well... assuming I didnt just snap, out of my love for all non-human animals...
I would draw on them, and demand that (A.) they stand down, and drop their weapons and (B.) demand what they were doing.
If they turned on me at that point, I would feel that my life was in danger, and do what i had to to negate the threat.
If they ignored me, issue a second, louder warning, and order to stop.
At that point, if they were still after the dog, and it didnt look like the sog was going to get away, I would shoot the dog, provided it was a clear shot with nothing behind either, to end its suffering. If no clear shot, get to a better position and make the shot.
Then, the men can run, freeze, or attack.
Attack, see above.
Run, let them, stow my own gun back in its holster, get my own dog, get to where I can call the police, maintaining awareness of whats around me all the while I am moving and talkong on the phone, incase they come back. Explain to the police what happened, describe the dogs attackers, and describe myself (to avoid any possible un-pleasantness), and wait to give a better report to the officer(s) on scene.
If they freeze, drop their weapons, and make no move to run or attack... beats me...
What do you do with someone once you've got them at gun-point, but have to move to someplace else to get your phone to work?
Now... thats not what I'd like to do, in any of the possibilities I listed... but, what I'd like to do to people who torture animals probably shouldnt be discussed here.

Well, basically, I think you probably have two choices. (I'm assuming you do not carry two pairs of handcuffs or other restraining tools on you... ;) (Actually, ASP for one does make cheap disposable restraints. ;) )) One, you "take them as prisoners" (as in "hands on your heads, now form a queu, now towards nearest cell phone link tower, MARCH!"). This situation could possibly turn bad on you (I'm thinking most people don't have any training on how to deal with detainees...), plus it could be illegal in your neck of woods. Option two is of course to walk away until you get signal on your phone. (And option three, restraining them on the spot after reading me mention about disposable restraints, buying a "six-pack" and always carrying them with you ( :D ) (handcuffing so hands are around a tree or something - I guess you could have a handy bit of rope or something with you) might also be illegal, because if you leave them helpless, they might be hurt/killed, which at least in this country would lead to charges pressed against you...) Sounds like a lose/lose situation, actually. You've got the bad guys but can't do anything about it. Now there's a good way to get annoyed... :(
(Hmm. Option four: first take mug shots, then let them leave? :) )
